Dear Mr. Keppler:

Reference (a) transmitted IE Bulletin No. 79-19,

" Packaging of Low-Level Radioactive Waste for Transport and Burial."

This Bulletin required action to be taken by Commonwealth Edison Company with regard to its Dresden, Quad-Cities and Zion Stations.

Attachment A to this letter contains Commonwealth Edison's response to this Bulletin for these stations.

Each of the operating nuclear plants maintains a current set of DOT and NRC regulations concerning the transfer, packaging, and transport of low-level radioactive waste material.

of requirements (license) placed on the waste burial firm by the Agreement States of Nevada, South Carolina, or Washington, and all appropriate requirements placed on the waste contractor.

In order to assure complete and up to date information, the office of the Nuclear Division -

Technical Services Manager will compile the required documents and will redistribute them to the stations in a controlled fashion.

The appropriate personnel responsible for the safe transfer, packaging and transport of low-level radioactive material have been designated in writing.

More specifically, in each operating nuclear station, the Senior Operating Supervisor, or the Shift Engineer in his absence, is the person responsible for Radwaste ^^erations.

He is the person in the Operating Department able of setting priorities, and allocating resources i.

cder to make the radwaste shipment.

The Operating Supervisor (Shift Engineer, Shift Foreman, or Radwaste Foreman) is responsible for the opening, loading, and closing of the cask in accordance with station procedures, and documentation on appropriate checklists and forms.

The Rad-Chem Supervisor is responsible for radiation surveys of truck and cask in accordance with station procedures.

He is also responsible for determination of curie content, radiation levels, labeling, placarding of vehicles, and completion of shipping papers so that the shipment meets the requirements of the appropriate regulations.

He also retains the records in accordance with station policy.

Each of the operating nuclear plants currently has in use management approved procedures for the transfer, packaging, and transport of low-level radioactive material.

A review of all applicable procedures will be completed by January 1,

If required, appropriate procedural changes and develop-ment will be initidted, such that proper controls. governing a the chemical and physical form of radioactive material, and on

~ the containment integrity of the packaging, are ob. served.

Members of the Quality Assurance Department, together with the Radiation-Chemistry Department and Quality Assurance personnel at each of the operating nuclear stations, have received training in DOT and NRC radioactive material shipping requirements.

A standardized company training program currently under developement will extend this training.to all responsible personnel involved in the transfer, packaging, and j transport of radioactive material.

Records of the initial and subsequent training sessions will be maintained by the Training Department.

Personnel training on the proper operation of radioactive waste systems has been conducted by each of the operating nuclear stations as a part of the regular. training program.

This program is to be reviewed and upgraded as necessary, to ensure that minimal waste volume is generated, and that the waste is~in such a chemical and physical form that it is acceptable for packaging, transport, and burial.

The records of this training will be maintained by the Station Training Department.

At the direction of Commonwealth Edison upper management, radwaste chipment activities have been audited for over three years by the Quality Assurance Department.

8.' Audits of radwaste shipment activities have been conducted at each of the operating nuclear stations within the past six months in accordance with the established audit schedule covering adherence to station procedures, NRC, and DOT re~gula-tions.

Additional reviews covering the' requirements of Items 1 through 6 will be conducted in accordance with the Bulletin.

The plan of action and schedule for Items 1 through 8 are outlined above.

For 1978 and the first six months of 1979, the following applies:

a.) The number of low-level radioactive shipments, and the volume of low-level radioactive waste shipped is reported in accordance with our Technical Specifications in the semi-annual report.

b.) The quantity (curies) of low-level radioactive waste shipped is reported in accordance with our Technical Specifications.in the semi-annual report.

The major isotopes were Co-60, Cs-134, Cs-137, Co-58, and.Mn-54.

L*c. ) Low-level liquid radioactive waste was generated in the

specified period, and solidified with a cement binder in 55 gallon drums, in accordance with station procedures.
