Dear Mr. Cavanaugh:
A description of tiie Inservice Pump and Valve Testing Program for Arkansas Nuclear One, Unit No. 2 (ANO-2), was submitted to the Commission

on June 15, 1978, by the Arkansas Power & Light Company.
The date of the Construction Permit (December 6,1972) places ANO-2 under 10 CFR 50.55a(g)(2) which requires compliance with the 1971 edition through the Summer 1971 Addenda of Section XI of.the ASME Boiler and Pressure Vessel Code. Since inservice testing requirements for pumps and valves were not included in the Code until the Summer 1973 Addenda of the 1971 edition, Arkansas Power & Light Company has chosen to optionally meet the requiremer.ts of the 1974 edition, through the Summer 1975 Addenda to the extent practical. Your submittal of June 15, 1978, included a request for relief from certain requirements of Section XI of the ASME Code.
We have not completed our detailed review of your submittal. However, based on our preliminary review, we concluded in Section 5.4.1 of Supplement No. 2 to the Safety Evaluation Report that the inservice testing program was acceptable for 'the preservice testing,'Sase of plant operation extending up to the start of commercial operation. Commercial operation is scheduled to begin i
prior to our expected completion date for the detailed review of your sub-I mittal.
I Based on our preliminary review, we a ree with your determination that it is impractical within the lim.tations of design, geometry and materials of constructior of components for you to meet certain of the specified ASME Code requirements.
Imposition of those requirements would, in our view, result in hardships or unusual difficulties without a cxpensating increase in the level of quality or safety.
Pursuant to 10 CFR 50.55a(g)(6)(i), we grant, pending completion of our detailed review, the relief that you have requested frcm pump and valve inservice testing requirements of the ASME Code.

Mr. William Cavanaugh, III ~.t erefore, you are authorized to continue to comply with your proposed yogram for inservice testing of pumps and valves during correercial operation. When our detailed review of your submittal is complete, we will (1) issue final approval of your program, which may contain modi-fir.ations resulting from the staff's review; (2) grant relief from any f.SMC Code requirements that are determined to be impractical for your facility for the Curation of the inspection interval; and (3) issue appropriate changes to your Technical Specifications.
We have determined that (1) the granting of this relief does.iot involve a significant incraase in the probability or consequences of accidents previously considered nor a decrease in the safety margins and thus does not involve a significant hazards consideration, (2) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (3) such activities will be coi ducted in compliance with the Commission's regulations and the granting of this relief will not be inimical to the common defense and security or to the health and safety of the public.

Code requirements does not allthorize a change in effluent types or total amounts nor an increase in power level. Therefore, we have concluded that the granting of this relief is insignificant from the standpoint of environ-mental impact and pursuant to 10 CFR 51.5(d)(4) that an environmental impact statement, or negative declaration and environmental impact appraisal, need not be prepared in connection with this action.
A copy of the Federal Reaister Notice relating to this action is enclosed.
