SUBJECT:

FINDINGS RELATED TO THE IMPORT OF 70 MGS OF SNM FROM JAPAN (ISNM79013)

Mitsuiline Travel Service of America, Inc., submitted an application on August 6,1979, requesting a license authorizing the import of 10 neutron detectors containing a total of 70 milligrams of uranium enriched to 90". U-235. The detectors will be imported from Japan for experimental use in the power burst facility at Idaho Falls.

The quantity of special nuclear material, (less than 15 grams) is exempt from 10CFR 71 packaging regulations.

Because of the physical form of the material (contained in a fission chamber) and the small quantity of material involved, the staff has concluded that no credible accident would result in a significant environmental impact; therefore, neither a negative declaration nor an environmental impact statement is required in support of these imports.

The staff finds the importation of these detectors will not be inimical to the comon defense and security or constitute an undue risk to public health, safety or to the environment.
