Licensee Action on Previous Inspection Findings There were no items vf noncompliance noted in the previous inspection (Report 78-03).

Exit Interview The inspector met with the licensee representatives (Denoted in Paragraph 1)onJune 14, 1979 at the Waltz Mill Site to summarize the purpose, scope and findings of the inspection.

Unresolved Items There were no unresolved items noted during the inspection.

Independent Inspection Effort - No items of noncompliance noted. The inspector conducted a walk-through inspection of the analytical labora-tories and outdoor storage area to observe operations and activities in progress.

Postings, signs and adherence to radiological safety and material control procedures were reviewed.

MC 85202B - Facility Organization - No items of noncompliance noted.

The inspection results were attained through discussions with licensee manage-ment and review of licensee's organization charts and procedures.

MC 85204B - Facility Operation - No items of noncompliance noted.

The inspection results were attained through a review of the licensee's opera-tional procedures. The inspector determined that the licensee's SNM control procedures are adequate to ensure administrative and physical control of SNM and the licensee is confining his possession of SNM to the locations and purposes authorized by his license.

The activity for the period covered by this inspection is shown in Exhibit I of this report.

The inspection results were attained through a review of all Forms NRC-741, Nuclear Material Transaction Reports, prepared since the last inspection, against criteria for preparing / completing the form, including: complete-ness, accuracy, back up data, timely dispatch and posting in accountability ledger.

MC 85212B - Physical Inventory - No items of noncompliance noted.

The inspection results were attained through review of procedures and physical inventory documentation letters to ensure physical inventories were taken at required frequencies and inventory results were reconciled to the book inventory. The results of the physical inventory taken in January 1979 were independently tested by locating and verifying, on a sample basis, items on inventory.

MC 85216B - Records and Reports - No items of noncompliance noted.

The inspection results were attained through an audit of the material control records and reports for the period April 1, 1978 through March 31, 1979 to determine compliance with 10 CFR 70.42, 70.51(b), 70.53, and 70.54.

The Material Status Reports (Form NRC-742) submitted by the licensee for the periods ending September 30, 1978 and MarcF 31, 1979 were reviewed to the above requirements. Shipments and inventory levels were also reviewed as addressed in Paragraphs 8 and 9.
