This refers to the telephone conversations between you and Mr. W. C. Seidle of my staff on Septecher 11, and again on September 17, 1979, concerning your plans to resume the placement of concrete in the Reactor Containment Building shield wall and dare on, or about, September 18, 1979.
Following the detection of " honeycombs" and other defects in the shield wall parapet, placecent of additional concrete was stopped by an LP&L stop-work order and confirmed by a Region IV Imediate Action Letter, dated August 23, 1979.
On September 17, 1979, an on-site IE Reactor Inspector co=pleted his review of the actions identified in our Irrediate Action Letter to correct concrete placement problems which resulted in the presence of concrete deficiencies.
Based on our inspector's review, we have no objection to your plan to resure concrete placement in the shield wall and dome. We will continue to monitor closely your work activities, managecent controls and implementation of your Quality Assurance program during subsequent inspections.
