This refers to the telephone conversations between Mr. L. F. Fikar and me on September 17, 1979, and between Mr. Fikar and Mr. W. C. Seidle of cy staf f on Sep temb er 18, 1979, concerning your plans to resure the placement of concrete in the Reactor Containcent Building exterior wall and doce on Septecher 18, 1979.
Following the detection of the inadvertent omission of shear tie reinforcing steel in the 32nd lift of the Unit No. 2 Reactor Containment Building (RCB) cxterior wall, placement of additional concrete in the RCB was stopped by a TUCCO stop-work order issued on September 7, 1979. This action was confir=ed by a Region IV Ic=edicto Action Letter, dated September 7, 1979.
On Septe ber 18, 1979, our on-site Resident Reactor Inspector completed the NRC review of the actions identified in the RIV Ic=ediate Action Letter to correct concrete placement problems which resulted in the omission of shear tic reinforcing steel.
Based on the results of the NRC review, we have no objection to your plan to resume concrete placenent in the shield wall and dome. We will continue to conitor closely your work activities, management controls and implecentation of your Quality Assurance program during subsequent inspections.
