Dear Mr. Gammill:

In response to your letter dated ALgust 8,1979, we are currently reviewing our electric power systems at CR#3. To date, we have reviewed the original calculations and analyses which provided the original design and specification data. This review has indicated that the on-site distribution system while powered from the offsite power system (Unit 3 Startup Transformer) is adequate to start and operate all required safety loads under the condi-tions stated in the August 8 letter. This conclusion was veri-fied during the Turbine / Reactor Trip Test during which all on-site loads were transferred to the offsite source. The test and results are described in Section 4.6 of the Crystal River Unit 3 Startup Report, dated July 27, 1977.

Since the original design and startup of the plant, there have been several modifications / additions to the on-site distribution system. We expect that the impact of these are insignificant relative to the overall system, but it does warrant a closer review. Also, we desire to collect and use some actual field data for various loads which will provide the most acce. ate data to use for our analyses. Additional testing may also be desired for further verification.
