SUBJECT:

THIRD INTERIM REPORT BY SANDIA LABORATORIES ON SYSTEMS INTERACTION Enclosed is a copy of the Third Interim Report by Sandia Laboratories on systems interaction. This report presents primarily the results of the fault tree analysis en the reactor coolant bouncary (RCPB) safety function and the assess-ment of the Standard Review Plan (SRP) for potential interactions that were revealed by the task. The report also describes the techniques that were used to analyze the fault trees. By copy of this memorandum, persons an the distri-bution are invited to make their coments and concerns to the Task Manager.

In particular, the branch chiefs of the technical branches within the NRC who have functional responsibility for the plant systems covered by this particular report are requested to make tneir cocments on the interim report. A draft final report is scheduled for completion by Sandia Laboratories on or about December 31, 1979 and will cover all three safety functions:

reactor coolant pressure boundary, decay heat removal, and reactor subcriticality. Since the final report will ce very much along the lines of this interim report, it is essential that your coments be made available by October 15, 1979 so that we can coordinate these comments and convey the infomation to Sandia Laboratories in time to affect the structure of the draft final report.

The report is consisely written and any effort to further sumarize its contents would serve no useful purpose. However, a few additional remarks may be appro-p ri ate. The report presents a brief sumary of the scope of the task and the status of work accomplished up to the date of the report which is August 31, 1979. The report also sumarizes the fault tree development and the techr.iques for analyzing the fault tree.

Finally, the report sumarizes the assessment of the Standard Review Plan and the exemplary nuclear facility (Watts Bar Nuclear Plant) for the potencial systems interaction with regard to the RCPB safety function.
