Gentlemen:
This refers to the inspection activities performed by our Resident Inspector,
Mr. R. G. Taylor, of activities authorized by NRC Construction Permits No.
CPPR-l'6 and 127 for the Comanche Peak Steam Electric Station, Units 1 and 2,
and to the discussion of the findings by the inspector with members of your
staff on September 6, 7 and 10,1979.
Dur::ag the inspection, it was found that certain activities under your license
app (cc to be in noncompliance with Part 50, Title 10, of the Code of Federal
Redulati.ons.
The itecs of noncompliance and references to the pertinent
requirements are identJCied in the enclosed Notice of Violation.
Details of
these items will be included in an intpection report to be issued in the near
future and identified as Inspection Report No. 50-445/79-18; 50-446/79-18.
This notice is sent to you pursuant to the provisions of Section 2.201 of the
NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations.
Section 2.201 requires you to submit to this office, within 30 days of your
receipt of this notice, a written statement or explanation in reply including:
(1) corrective steps which have been taken by you, and the results achieved;
(2} corrective steps which will be taken to avoid further noncompliance; and
(3) the date when full compliance will be achieved.
With regard to the item of noncompliance identified as Item A in the attached
Notice of Violation, in that corrective action was taken immediately after
the deficiency was detected, you are required to respond only to (2) above.
