Environmental Qualification of Class IE Equipment
a.
Purpose of Inspection
An announced inspection was held at the Baltimore Gas and Electric
Company corporate office to review actions taken by the licensee
in response to IE Bulletins (IEB's) 79-01 and 79-01A.
b.
Scope of Inspection
The areas reviewed during this inspection encompassed those
matters addressed by IEB's 79-01 and 79-01A and the licensee's
actions with respect to the above.
The follow
1 items were inspected:
(1) Review of the licensee's response to IEB's 79-01 and 79-01A
dated Jur,e 13, 1979, to determine the following:
(a) Written response was within the time period stated in
the Bulletin.
(b) Written response includes the information required to
be reported.
(c) Written response includes adequate corrective action
commitments based on the information presented in the
Bulletin and licensee's response.
(d) Corrective action taken by the licensee was as described
in the written response.
(e)
Information discussed in the licensee's response was
accurate.
(2) Review of documentation and test results in support of the
environmental qualification of electrical components.

(i) The licensee has not completed the actions requested by IEB-
79-01 and 79-01A within the time frame specified and has
requested an extension.
The above item is being evaluated by the Division of Reactor
Operations Inspection, Office of Inspection and Enforcement.
This item is unresolved pending completion of the above
evsluation.

(2) The licensee's response does not address all the information
required to be reported by the subject IEB's.
The inspector discussed with licensee representative those
specific areas not addressed and stated that a revised
,
response should be prepared to include these items.
The licensee concurred with the inspector's comments and
agreed to submit a revised response.
This item is unresolved pending the licensee's action.

(3) The inspector stated that the licensee's response to actions
required by items 1 and 2 of Enclosure 1 to IEB-79-01A is
inadequate in that only one type of ASCO solenoid valve was
addressed.
The inspector further stated that the IEB required the
licensee to identify all types utilized in safety related
systems and determine if they are environmentally qualified.
The licensee concurred with the inspectofs comments and
agreed to' review applicable documentation and make physical
observations to determine whether ASCO solenoid valves are
used or. planned for use in safety-related systems and if so,
would provide an evaluation as to their environmental
qualification.
In addition, any solenoid valves identified
as not qualified would be repalied or replaced.
This item is unresolved pending the licensee's action.

(4) The inspector stated that review of the submitted data in
support of environmental qualification of electrical equipment
appears to be lacking in specific areas addressed in IE
Circular 78-08, such as, terminal blocks, connectors,
penetrations, limit switches and cable splices.

The licensee stated that the above electrical equipment had
been evaluated but not included in the data submitted.
This
information was readily available and would be included in a
re-submittal, as requested by the inspector.
This is an unresolved item pending action by the licensee
(317/79-10-04 and 318/79-08-04)

Unresolved items are matters about which more information is required
in order to ascertain whether they are acceptable items, or items of
noncompliance.
The items discussed in paragraph 2 remain unresolved.
4.
Exit Interview
The inspector met with licensee representatives (denoted in Paragraph
1) at the conclusion of the inspection and summarized the purpose,
scope and findings of the inspection.
