Bechtel Associates Professional Corporation Attach =cnt to 3LC-7942 MCAR 29 Inter 1= Report 2 July 26, 1979 Page 2 Grinnell concedes that its rationale, as de=enstra:ed by the resul:s of Heat N-32762 is not 1007. consistent, and as a result, it believes that other stress-relieved heats =ay also be suspect in relation to the repeatability of the i= pact properties on each piece of equip-
=ent.
Grinnell has rationali:ed that because it did not obtain i= proved Charpy test resul:s for Heat N-32762 stress-relieving, Heat L-20479 cannot be considered :o have the desired i= pact proper:1es (+30F).

In May 1979, Grinnell tested'three samples of Heat N-32762.
These sa=ples were fro = a f abricated spool whi.ch consisted of a s::aight piece of pipe which was hot-bent, air-cooled, and then full furnace stress-relieved.
These sa=ples yielded resul:s of 9, 6, and 17 =11 lateral expansion.
Because the sa=ples were taken near the area of the bend, it was thought that they =ay have been fres a heat-affec'ted :ene (an area which had received an inter:ediate heating and coc* ing cycle because of its proxi=ity to the hot bend area).

Grinnell has indicated that =easure=ent of the ac:ual sa=ple location relative to the area which was heated and bent, shows that it was not significantly heated during the bending cycle. Grinnell is preparing a graph of the ta=perature versus distance to show what these sa=ples would have been subject to during the bending cycle.
The graph will be used to deter =ine whether the sa=ples could have been affected by the bending operation.
Grinnell concluded that because the sa=ples were far enough frc=
the furnace cot to ha affected by 1:s hea:, the poor results are because of the material inconsis:ency associa:ed wi:h this particular heat.

Sechtel has performed a docu=enta: ion survey a: the jobsi:e to identify all spools Charpy tes: qualified in hea: ::aa:=en: condi:1on and to confir= tha: those spools identified were in f ac: hea:-
treated. The resul:s of this survey, as rela:ed :o Hea:s N-32762 and L-20479, are :abulated in the at: ached appendix.
Bechtel is s:111 pursuing the acceptabili:y of =a:erial associa:ed with Heats N-32762 and 1-20479 as well as any spools wi:h ho: bend sections.
Therefore, the reportable condition of the pipe re=ains uncertain at this ti=c.
