A. Heat N-327e2

1. One set of Charpy i= pact speci= ens were taken, but vere not valid because they were obtained frc= an inecrrect location.
2. The first set of valid test speci= ens vere obtained. For the

=aterial under censideration, the ASME acceptance criteria required three full-sized speci= ens be tested and that each speci=en have a =1:1=:=2 test result of 25 =ils lateral expansion.

The test results were 21, h0 and h5 s lateral expansion (at the required +30*? te=perature) and the test was unacceptable.

3. Heat L-20h*9
1. An initial set of Charpy i= pact speci= ens were tested to the sa=e ASE acceptance criteria given in A.2. '"he test results vere 13, 14 and 32 =ils lateral expansion and the test was unacceptable.
2. Based on the test results of 3.1 and the criteria given in A.3, no retest should have been alleved because the origint.1 speci= ens failed to =eet all three criteria needed to all:v a retest. I""

perfomed a second Charpy i= pact test (with three speci= ens si=ilar to an initial test versus two speci= ens required in a retest) . ~he results of the seccnd set of tests were 23, 31 and h3 =i'.s lateral expansion and this test was also unacceptable.

3 This heat was subsequently stress-relieved to i=preve fracture properties of the as-relled =aterial and retested with a new set of three Charpy i= pact speci= ens. *he test results a'ter stress-relieving vere 29, 29 and 30 d's lateral expansion. h. The results of the post stress relief tests described in A.5 indicates that stress-relieving does not always i= prove the Charpy i= pact results. 3ecause of this, I"" Grinnell no longer believes that =aterial stress-relieved and tested per 3.3 can be considered acceptable.

I= pact Testing of Main Feedwa:er Pipe INTERIM REPORT 2_

DATE: July 26, 1979 PROJECT: Consu=ers Power Co=pany Midland Plan Units 1 & 2 Bechtel Job 7220 Status of Correc:ive Action and Investication The status of actions in progress for resolution of the subj ect MCAR is as follows.

1) Bechtel has reviewed, at Grinnell, 70 spool data packages for i= pact test properties on certified =sterial test reports in the follcwing size range: 14-inch, 18-inch, 26-inch, and 36-inch dia=eter pipe. This review covered all =aterial requiring Charpy i= pact testing. This action was taken to deter =ine whether addi:icnal material, other chan tha: identified in MCAR 29, =et specifica: ion and ASME See:ica III, Class 2 code require =en:s.

The spools were f abricated fro: a total of 16 heats. Of these heats, :wo =aterial tes: reports for Heats N-32762 and L-20479 contained questionable data. Hea: N-32762 was considered ques:ionable because Grinnell perfor=ed = ore than one retest, which is not allowed by ASME Section III, Class 2 code.

Grinnell has agreed that the original Charpy :es: results (+30F) sub=1: ed for Heat N-32762 are not valid under ASME III, Class 2 require =ents in the as-received condition. Grinnell had perfer=ed a Charpy tes: (-307) for tha =aterial of :his heat in the stress-relieved condi:icn but 1: had failed.

Grinnell was requested to furnish 1:s rationale for acceptance of the i= pact tes: resul:s en Hea: L-20479 in the s:ress-relieved condition. Grinnell's ra:icnale was based en its e:cperience :hst a suberitical (1100-1200?) hea: trea:=en: has :he effec: of reducing the spread of :oughness values (s= aller variances) and sligh:17 i= proving la:arni expansien vclues :hrough a sof:ening =cchanis= (a slightly reduced yield poin:). The re:es: of Hea: L-20479, af:c stress-relieving, =c: :he code i= pac: :es: requirc=en:s. Ecwever, i119 303
