SUBJECT:

STATUS ANNUNCIATORS FOR DIESEL GENERATORS AT THE BRUNSWICK NUCLEAR POWER PLANT, UNITS 1 AND 2 (TACS 07887 AND 07888)

On March 29, 1977, a generic letter was sent to all licensees requesting that they provide information about the status annunciator system for the diesel generators at their operating reactors. This request for infonnation was prompted by reports from licensees, i.e., LERs, on incidents where diesel generators failed to respond to automatic start signals because control switches or lockout and shutdown relays were left in the shutdown condition by operators unaware of their status.

In response to our letter, the licensee described the annunciator system at the Brunswick plant, Units 1 and 2, and proposed hardware modifications to enhance the operator's awareness of the status of the diesel generators.

These modifications consisted of adding a separate control room alann for low starting air pressure labeled "D.G. Abnormal Condition, and to tie the barring gear engaged contact into the "D.G. Unavailable" annunciator.

The Plant Systems Branch provided an evaluation of the proposed modifications in its memorandum dated November 14, 1977 and found them adequate, subject to verification that all shared annunciators for disabling conditions could not be cleared until all the abnormal conditions are corrected. We have subsequently received this verification via telephone and were informed that all the proposed modifications were completed in February of this year.

The licensee should be informed that the Plant Systems Branch considers its review of this matter (TACS 07887 and 07888) complete, and that no further action is required. This evaluation was prepared for us by the Lawrence Livermore Laboratory as part of our t chnical assistance program.
