Gentlemen:

Haddam Neck Plant Millstone Nuclear Power Station, Unit Nos. 1 and 2 Fire Brigade Size In References (1) and (2), Connecticut Yankee Atomic Power Company (CYAPCO) and Northeast Nuclear Energy Company (NNECO) were requested to propose amendments to the respective Operating Licenses to specify a minimum of five members for the fire brigades. CYAPC0 and NNECO have scrupulously reviewed the enclosures to References (1) and (2), and continue to conclude that the current Technical Specifications specifying three fire brigade members remain appropriate.

The detailed basis for this determination is provided in the attached document entitled " Justification For Three-Man Fire Brigade", for the Haddam Neck Plant, Millstone Unit No. 1, and Millstone Unit No. 2.

In support of the defense-in-depth philosophy, Northeast Utilities' Fire Protection Program includes active and passive fire protection features, and administrative controls to ensure that fire prevention and fire protection are thoroughly addressed.

As described in the attached, the program includes Fire Hazard Analysis Reports, extensive hardware modifications, stringent administrative controls, Technical Specifications of appropriate fire protection systems, quality assurance, and fire brigade training. The synergistic effect of the above enumerated features is that the NRC Staff concerns regarding fire brigade size at the Haddam Neck Plant, Millstone Unit No.1, and Millstone Unit No. 2 are appropriately addressed by having three fully trained members.
