Enclosed are three (3) originals and forty (40) copies of Technical Specification Change Requests Nos. 23 (Rev. 1) and 52, requesting amendment to Appendix A of Operating License No. DPR-72. As part of this request, proposed replacement pages for Appendix A are enclosed.
Florida Power Corporation considers Change Request No. 23 (Rev. 1) to be a revision to Change Request No. 23, which was submitted on Ibrch 17, 1978. Therefore, no licensing fee is applice.ble.
Change Request No. 52 is considered to be a Class III amend-ment per 10 CFR 170.22 as it involves a single safety issue. However, no licensing fee is applicable as FPC was requested to propose the Change Request by the NRC (letter dated August, 1979). Finally, Change Request No. 52 super-sedes Change Request No. 44, which was submitted on May 23, 1979.
