As requested in Reference (a) and pursuant to 10 CPR 50.59, Commonwealth Edison Company heruby requests a change to Facility Operating License Nos. DPR-39 and DPR-48.

The purpose of this amendment is to implement a secondary water chemistry monitoring and control program containing appropriate procedures and administrative controls to inhibit steam generator tube degradation.

The NRC Staf f requested Commonwealth Edison to submit a proposed license amendment for Zion Station incorporating the requirements of the Model License Condition contained in the enclosure to Reference (a).

Attachment A to this letter contains Commonwealth Edison's proposed amendment for Zion Station.

Current Zion Station procedures which already meet the require-ments of Reference (a) will be modified to reflect those require-ments and to reference the proposed license condition.

The proposed license amendment of Attachment A has been reviewed by Commonwealth Edicon on-Site and Off-Site Review with the conclu: ion that there are no unreviewed safety questions.

In accordance with Reference (a) and pursuant to 10 CFR 170, this proposed amendment has been determined to be a Class III and Class I amendment.

As such, Commonwealth Edison has enclosed a fee remittance in the amount of $4,400.00 for this proposed amendment.
