Dear N. Whitmer:

By your letter dated July 27, 1979 you requested a change to the Technical Specifications appended to Operating License No. NPF-5 for the Edwin I.

Hatch Unit No. 2 (HNP-2). The proposal related to Specification 3.6.4.1 and requested that continued operation be pemitted until the next COLD SHUTD0tlN with up to three suppression chamber-drywell vacuum breakers inoperable for opening but known to be in the closed position.

We have reviewed your submittal and detemined that your request cannot be approved based on the infomation available to the staff.

The basis for our decision is detailed below.

Vacuen in the drywell is relieved by 12 vacuum breakers between the drywell and the suppression chamber. As stated in the HNP-2 FSAR (Section 6.2.1.2.1.6.1) the vacuum relief capacity should be no less than one six-teenth of the total main vent cross sectional areas. Accordingly, the FSAR supports continued operation with 9 operable valves and 3 inoperable valves which are known to be closed.

Therefore, the current specifications authorize continued operation under these conditions and do not require initiaticn of reactor shutdown to effect repairs of the inoperable valves.

We believe that the inoperable valves should be repaired at the earliest opportunity so that a failure of a single active component can be tolerated without compromising the relief capacity. This earliest opportunity without requiring the initiation of reactor shutdown is at the next HOT SHUTDOWN of the reactor.

Before restart of the reactor fron HOT SHUTDOWN, we believe that the inoperable valves should be repaired to provide added vacuum relief capacity.

Your request stated that maintenance on inoperable vaccan breakers cannot be perfcmed safely in the HOT SHUTDOWN condition.
