Dear Mr. Bixel:
The Conmission has issued the enclosed Amendment fio. 51 to Provisional Operating License ~ No. DPR-20 for the Palisades Plant.
This amendment consists of changes to the Technical Specifications in response to your request dated January 3,1978, as supported by infomation transmitted by letters dated March 8,1977, June 24,1977, and November 28, 1977.
This amendment autnorizes changes that will enhance low temperature overpressure protection and increase assurance that the reactor vessel will not be subjected to pressure transients which could exceed the limits established in accordance with Appendix G of 10 CFR Part 50.
Copies of our related Safety Evaluation and the Notice of Issuance are also enclosed.
