APPENDIX A
[T ; i.CE OF VIOLATION Mississippi Power and Light Company Permit No. CPPR-118 Based on the results of the NRC inspection conducted on June 13-16, 1978, it appears that certain of your activities were not conducted in full compliance with NRC requirements as indicated below.
This item has been categorized as described in our correspondence to you dated December 31, 1974.
Criterion V of Appendix B to 10 CFR 50, as implemented by the PSAR, Paragraph 17.1.5, requires in part, " Activities affecting quality shall be presttibed by documented instructions, proce-
- dures, and shall be accomplished in accordance with these instructions, procedures, In addition, Bechtel Work Plan Procedure 14, Revision 3, CR 151, paragraph 6, requires that pipe j
"shall be stored on pallets or shoring to permit air circulation i
and prevent direct contact with the ground." Appendix P of this l
procedure also requires that " Stainless steel pipe and piping components shall be stored in an area where iron, carbon steel or materials containing leachable chlorides will not come into direct contact with their surfaces."

Contrary to the above requirements, the following items were observed:
On June 13, 1978, during inspection of piping storage in the con iinment, the inspector observed sixteen large carbon steel pipe spools in the suppression pool area not placed on pallets or shoring and in contact with standing water on the floor.
On Juae 14, 1978, during inspection of piping storage in the auxiliary building, the inspector observed a stan.'._ss steel pipe spool stored with carbon steel cable, angle iron and miscellaneous material on and around the pipe.
On June 14, 1978, during inspection of piping storage in the containment, the inspector observed five stainless steel pipe spools not placed on pallets or shoring and in contact with standing water on the floor.
This is an infraction.
