1.

Clarify the procedures for implementing replacement of personnel in key Pennsylvania Operations management and supervisory positions.

2.

Delete the reference to the duties of the Manager of Compliance as Secretary to the SAB, while ensuring that documentation of SAB meeting minutes is maintained.

This chapter describes the minimum responsibilities, soecial authorities and qualifications of key personnel and committees in the Pennsylvania Operations functional organization. Specification I-5 provides the minimum technical specifications for implementation and control of the organizational functions.

The professional qualifications statements detailed in this specification are minimum (basic) academic and experience requirements for an incumbent without any unique qualifications for the position described.

Unique qualifications, extended service in the facilities involved, superior academic such as:

attainment, access to a former incumbent to the position, or access to personnel with the minimum academic and experience requirements may be substi-tuted for the base requirements.

In the event a position is permanently vacated by an incumbent (e.g.,due to promotion, resignation, dismissal), the functions of that position will be delegated by the incumbent's immediate supervisor to an' individual or individuals considered most capable of r.aintaining its function on an interim basis until a permanent replacement has been determined.

Within three weeks of this delegation, the evaluation and approvals required by Paragraph 4.6.1 of this specification shall be performed.

In the event a position is temporarily vacated by an incumbent (e.g., due to vacation, leave of absence), an individual or individuals will be delegated by the incumbent or his immediate supervisor to act for the incumbent in that position on all activities requiring a decisica or action, except those matters If which by company policy may not be delegated, until the incumbent's return.

the temporary absence of an incumbent continues beyond 90 days, an SAB evaluation will be performed to ensure that no loss of technical competence in the function of the position will occur.

expertise in internal meetings and committee activities, to assure and verify that compliance is factored into the deci; ion making process.

+ Maintains detailed records documenting the state of compliance with internal procedures and Regulatory requirements.

+ Apprises Management of compliance status, and utilizes automatic data processing to enable compliance control.

(B) Soecial Authority In matters concerning compliance, the Manager of Compliance shall have the authority to terminate any operation if, in his opinion, the continued operation constitutes substantial nonccmpliance with Regulations. Once terminated, the operation can rest:rt only after remedial actions are taken to the satisfaction of the Manager of Compliance, and written permission to restart is documented to the Manager of Technical Control.

(C) Professional Qualifications A Baccalaureate Degree in Science or Engineering; and, five (5) years of nuclear industry experience in tne areas of health and safety, nuclear material control, and/or physical security, including two (2) years of supervisory experience.

(Note: The current incumbent to this position does not meet the exact experience requirements of this base; therefore, a detailed, documented and approved Organizatio.i Change Evaluation has been performed to assure that competency is maintained or strengthened).

(A) Responsibilities The Foreman is responsible to supervise hourly personnel and direct operations, consistent with established schedules, commitments, and policies. Assures the products are manufactured through adherence to process specifications and procedures. Assures. performance by maintaining a well-trained workforce operating in a safe environment and in compliance with contractual and regulatory obligations.

The Foreman also assures that special nuclear materials are safe-guarded by enforcing security requirements and maintaining, through clerical support, proper inventory and transaction records.

0.6 Committees 4.6.1 Pennsylvania Operations Safety Advisory Board (SAB)

To assure management attention is devoted to the health and safety of the employees and environment, a Safety Advisory Board has been established as an integral function of the Pennsylvania Operations.

(A) Membershio The Safety Advisory Board is a permanent board consisting of the Manager of Pennsylvania Operations, Manager of Technical Control, Manager of Facilities Engineering, and other senior management members.

Select line managers directly responsible for safety shall be invited members.

(B) Frequency of Meetinas The SAB shall meet at least quarterly, or at the call of the Board Chairman to handle abnormal events or emergencies.

(C) Responsibilities Areas of specific responsibility include:

+ Establishment of generic safety policies.

+ Reviewing the effectiveness of the overall health and safety program.

+ A selective review of safety related procedures for compliance with the provisions of the license, and review of generic problem areas that have been identified by internal or regulatory inspection reports.

(May be delegated to sub-committees).

+ Recomendations to the senior resident manager to assure that effective resource allocation (in terms of budget, manpower, and authority) is provided to the special management groups.

+ Assure that action is taken on recommendations made by specially established Ad Hoc committees.

+ Advise individuals who are held accountable for the implemen-tation of safety policies.

+ Require an investigation of extraordir.ry safety-related occurrences.

+ Re' view and prepare recommendations on emergency procedure modifications.

+ To evaluate generic plant problems from an ALARA standpoint and to function as the Pennsylvania Operations ALARA committee, and prepare reports to the senior resident manager concerning implementation of the ALARA policy. and recommendations on how to follow this policy.

+ Documentation of SAB meeting minutes.
