Dear Mr. Keppler:

Pursuant to a telephone conversation of August 22, 1979 with your Mr. E. R. Schweibinz, Public Service Company of Indiana, Inc. (PSI) wishes to inform you on the present status of the previously reported 10CFR21 incident re-garding the prime coating on PSI's polar crane . A potential defect in the applied Carbo-Zine 11 primer on the containment building polar cranes, which are being supplied by the Harnischfeger Cor- ' poration, was discovered by PSI. PSI then requested our architect-engineer to evaluate the surface fin $sh of the Carbo-Zine 11 primer. Our architect-engineer subsequently requested the assistance of the coating material manufacturer, the Carboline Company. Carboline' indicated-that the Carbo-Zinc.1L, application did;not meet .their. . recommendations and, although the adhesion of 'this coating;was adequate, the notistence of . dry spray and overspray created doubtf that the . applied -fil.a

The cranes will be blasted to remove the present prime coat of Carbo-Zinc 11 and then reprimed. This work will be accomplished at the construction site by the field coating work 'contractor. . In our August'7, 1979 letter, PSI stated that the above work would be completed by August 30, 1979 for the Unit I crane. However, due to the recent suspensica of all safety-related work at the Marble Hill site, PSI was unable to meet this date. Such work will be performed once safety-related work is resumed at t.he Marble Hill site. As stated previously, the above was evaluated as a 10CFR21 reportable in-cident. This letter also meets the requirements for an interim report as specified in 10CFR50.55(e)(3) . A final report will be filed when the re-pair work is completed. Sincerely,
