[ga ascoI'o, UNITED STATES NUCLEAR REGULATORY COMMISSION 3,.

c WASHINGTON, D. C. 20555 h

August 17, 1979 CHAIRMAN The Honorable Carl D. Pursell United States House of Representatives Washington, DC 20515

Dear Congressman Pursell:

Thank you for your letter of June 26 which enclosed the swggestions of Irving W. Rozian of the Michigan Universities Consulting 55ervice on longer term studies of nuclear safety.

We have reviewed Mr. Rozian's suggestions and find many useful ideas.

His suggestions have been forwarded for consideration to the several groups in NRC working on issues raised by the accident at Three Mile Island.

The TMI-2 Lessons Learned Task Force in our Office of Nuci~ ear Reactor Regulation is concentrating on the reactor licensing quest-ions raised by the accident.

Included in their scope of review are the c.omputer control, operator training, utility management, NRC staff managemer.-t and human factors issues that Mr. Rozian addressed.

I am informed b?y Roger Mattson, the Director of that Task Force, that all of Mr. Rozian's tquestions and specific suggestions are under active consideration at thi s time.

The Task force has recently issued short term recommendations that address some of these issues and plans to touch on all of the issu,es in its final report in September of this year.

Enclosed is a cop.y of the Task Force Report for your information (NUREG-0578).

The other broader issues raised and discussed by Mr. Rozia.n in the areas of socio-dynamic factors, governmental management, and Sts-te authority and responsibility fall within the purview of an independe nt investigation established by the NRC under the direction of Mitchell Roc ovin.

Mr.

Rozian's let*.er has been transmitted to the NRC investigat ion for its consideration in these areas of broader policy implicatior.s.

Thank you for your interest and assistance in making Mr. Rozian's views and valuable ideas available to our staff and the indepenc:ent investigating team.

Sincerely,
