In accordance with Section 236 of the Legislative Reorganization Act of 1970, tr,e Nuclear Regulatory Commission is hereby submitting a s tatement on the Ccamission actions being taken with regard to the recommendations made by the Ccmptroller General of the United States in a report entit. led, " Higher Penalties Could Deter Violations of Ntclear Regulations." The Commission's response to the GA0 report is enclosed.

As you are aware, the response to this report is past due.

This delay was necessitated by the unexpected and heavy demands on the NRC staff in the aftermath of the accident at Three Mile Island.
