In accordance with Section 236 of the Legislative Reorgan.

._., Act of 1970, the Nuclear Regulatory Commission is hereby submitting a statement on the Commission actions being taken with regard to the recommendatioras made by the Comptroller General of the United States in a report entitled, "' Higher Penalt.es Could Deter Violations of Nuclear Regulations." The Commission's response a the GAO report is enclosed.

As you are aware, the response to this report is past due.

This. delay was necessitated by the unexpected and heavy demands on the NRC staff in the aftermath of the accident at Three Mile Island.
