The Georgia Power Company wishes to submit the following information in response to your letter of August 3, 1979, describing the apparent noncompliances with NRC requirements noted during your July 7-10, 1979, inspection of Plant Hatch.
A.
The two incidents of failure to follow written procedures identified in the above inspection resulted from personnel misinterpretation of ambiguous statements within the procedures. Procedures HNP-1, 2-9302, " Fuel Movement Operation" and HNP-1, 2-3052, "IRM Instrument Functional Test" will be revised to clarify the statements by October 1, 1979. Procedure HNP-1-10110, " Fuel Movement Procedure for HNP-1 Third Refueling" will not be revised as it is a one time use procedure.
B.
Revisions will be prepared for HNP-1, 2-1050, " Surveillance Checks" which will include a sign off to verify that the mode switch is locked in the refueling mode and key removed prior to core alterations.
The revisions will be implemented by January 1, 1980.
