NRC STAFF RESPONSE TO PETITIONS TO INTERVENE FILED BY W. MATTHEW PERREN0D AND BRYAN L. BAKER W. Matthew Perrenod, by undated petition dccketed July 23, 1979, and Bryan L.
Baker by petition dated July 14, 1979, c'so docketed or, Oly 2'.1979, have requested leave to intervene in the above-captioned proceeding.
Both petitioners state that they live within a fifty mile radius of the proposed Allens Creek site; that each of them failed to file a petition in response to previous notices of opportunity to intervene due to limitations and restrictions stated therein; that each will be personally affected by construction or operation of the Allens Creek plant.
Additionally, Mr. Perrenod states that his specific interest in the proceeding deals with the Applicant's ability to meet the financial qualifications required in 10-CFR 550.33(f) and 550, Appendix C.
Mr. Baker describes his specific interest in the proceeding to be concerned with routine releases, safety systems, spent fuel storage on site, financial qualification, and alternative energy sources.

The Staff believes that these two petitioners have fully complied with the minimum requirements of 10 CFR 52.714(a)(1) and (2) by demonstrating croper criteria to show standing and by stating a specific interest regarding the matters under consideration in this proceeding.
Therefore, the Staff is forsarding copies of the Commission's Rules of Practice to the petitioners above, so that they may be advised of the requirements for submitting at least one valid contention, capable of litigation, as an amendment to their petitions, in order to complete the full requirement of 10 CFR 92.714(b).
