REQUEST FOR WITHHOLDING INFORMATION FROM PUBLIC DISCLOSURE (Grand Gulf Nuclear Station, Unit Nos.1 and 2)
By your letter dated June 29, 1979 and General Electric Company affidavit dated May 25, 1979, you submitted infomation in response to Questions 231.2, 231.3, 231.4, 231.7, 231.8 and 231.9 concerning fuel rod assembly analyses and tests and requested that the affidavit and the information be withheld from public disclosure pursuant to Section 2.790 of 10 CFR Part 2.
Your reasons for requesting our withholding of this infomation were that public disclosure of the information sought to be withheld is likely to cause substantial harm to the competitive position of the General Electric Company and deprive or reduce the availability of profit-making opportunities.
We have reviewed your application and material based on the requirements and criteria of Section 2.790 of 10 CFR Part 2 and have determined that the infor-mation sought to be withheld contains trade secrets or confidential or pro-prietary commercial or financial information.
We also have found at this time that the right of the public to be fully apprised as to the bases for and effects of the proposed action does not outwe.igh the demonstrated concern for protection of your competitive position.
Accordingly, we have determined that the information should be withheld from public disclosure.
We, therefore, approve your request for withholding pursuant to Section 2.790 of 10 CFR Part 2 and are withholding the affidavit and information concerning the fuel rod assembly analyses and tests from public inspection as proprietary.

Withholding from public inspection shall not affect the right, if any, of persons properly and directly concerned to inspect the documents.
If the need arises, we may send copies of this infonnation to our consultants working in this area. We will, of course, assure that the consultants have signed the appropriate agreements for handling proprietary data.
If the basis for withholding this information from public inspection should change in the future such that the infonnation could then be made available for public inspection, you should promptly notify us.
