Dear.t. Hultz:

Thi_s letter is in response to your request, in behalf of several owners of non-operating B&W plants, to meet with us to discuss proposed design and operation of changes as a result of your group's assessment of the accident at Unit 2 of the Three Mile Island Nuclear Plant.

Your letter stated that a specific program was being developed by your group and the group would like to meet with us when this had been completed.

We appreciate the efforts that you have undertaken and we are definitely interested in meeting with you and discussing your program. Before we meet, we believe it would be useful if you had the benefit of reviewing the report which was recently issued by the Lessons Learned Task Force.

This report outlines the proposed requirements for licensing of near term Q.'s (0L's before 1/1/80) and CP's in the hearing process. An additional report presenting long term recommendations will be issued by this task force in September 1979.

The licensing project manager assigned to coordinate your owner group's request is Mr. Dean L. Tibbitts. Please contact him if you have any further questions.

B&W Owners Group (Nonorerating License Plants )

Dear Mr. Denton:

As a result of the Three Mile Island accident, a number of utilities with B&W plants in a nonoperating status for=ed an Owners Group composed of the following companies: Tennessee Valley Authority, Detroit Edison Company, Ohio Edison Company, Washington Public Swer Supply System, Portland General Electric Company, Consumers Power Company, and Virginia Electric and Pcwer Company.

To date this group has identified concerns resulting from the Three Mile Island accident and is currently working with B&W to resolve and/or implement our concerns in the licensing, design, and future operation of the B&W plants. After concurrence by B&W and the Owners Group on a specific program, we would like to meet with the NRC at your convenience to review our activities.

If you have any questions or coc=ents on the above, please advise.
