Dear Mr. O'Reilly:

In our letter of June 6, 1979, responding to infractions identified in IE Inspection Report 50-324/79-17 and 50-325/79-17, we stated that a follow-up report identifying specific dates for correction of those items not corrected would be submitted. This letter constitutes that report.

1. NRC Deviation
4. Automatic sprinkler system for the water treatment building had been installed, but the installation did not meet the criteria of National Fire Protection Association (NFPA)

Standard No. 13, " Sprinkler Systems" in that the sprinkler heads were located an excessive distance from the ceiling (SER 3.1.11 and 4.3.1(2)) .

CP&L Response The automatic sprinkler system in the water treatment building has been raised and positioned to follow the roof contour in accordance with NFPA 13, " Sprinkler Systems."

2. NRC Deviation
5. Additional fire detectors were installed throughout the plant; however, the installation of the new, as well as many of the existing detectors did not meet the criteria of NFPA-72E, " Automatic Fire Detectors," as recommended by NFPA-72D, in that the spacing between detectors in some areas was excessive; detectors were not installed at the ceilings in many areas, and in some areas, detectors were installed on the bottom of large beams (SER 3.1.4 and 4.2).

As a result of the above deviation, an independent fire protection consultant was retained to review the existing detector installation and identify the changes necessary to meet the criteria of hTPA 72E, " Automatic Fire Detectors." The necessary changes have

now been identified, the related engineering work has been completed, procurement of the required materials is in progress, and the modification of the existing system has begun. In consideration of the material procurement time and the magnitude of the work involved, the completion date for changes is expected to be January 31, 1980.

3. NRC Deviation
8. Redundant pressure sensing line from the fire pump discharge piping to the pressure switch within each fire pump controller was not provided (SER 4.3.1(2) and Carolina Power & Light letter of December 16, 1977).

CP&L Response Engineering and procurement on this project is complete and construction is in progress. The anticipated completion date for this modification is August 15, 1979.

4. NRC Deviation
9. The 67 fire doors in low personnel traf fic areas protecting safety-related equipment had not been provided with devices connected to an alarm panel in a constantly manned location to supervise these fire doors in the proper position (SER 4.9.2).

CP&L Response All hardware for alarming the designated fire doors has been installed. Problems with the data processing computer, however, have delayed placing the door alarms in service. The anticipated completion date on this modification is November 30, 1979.

5. NRC Deviation
11. Water flow alarms provided for the deluge sprinkler systems for the standby gas treatment systems are of a type susceptible to damage from water flow through the piping system and the use of these type flow alarms in deluge sprinkler systems in prohibited by NFPA-13 (SER 4.3.1(5) and Carolina Power & Light letter of June 23,1977).

4 Mr. James P. O'Reilly August 1, 1979 CP&L Response The design of the deluge systems for the standby gas treatment systems has been changed to . ensure that the water flow alarm arrangement will be in accordance with the provisions 'of NFPA 13,

" Sprinkler Systems." Installation of the new design will be completed by October 31, 1979.

6. NRC Deviation
13. Vents from the diesel fuel day tanks beneath each diesel generator terminated within the diesel generator building in lieu of outside the building as required by hTPA-30,

" Flammable and Combustible Liquids Code."

CP&L Response The vents for the diesel day tanks have been redesigned. The new design will be installed and operable by October 15, 1979.

Please note that the dates given above are our best estimates at the present time. However, material deliveries and similar problems beyond our control could result in extending the projected completion dates. You will be notified of any such changes should they occur.
