IE Bulletin 79-02 entitled, " Pipe Support Base Plate Designs Using Concrete Anchor Bolts," was issued on March 8,1979. On July 27, 1979, you verbally requested formalization of criteria for interim operability for cases where the safety factors were identified that were below design values.
At that time, you were advised that a Supplement to IE Bulletin 79-02 was to be issued.
This letter provides the requested guidance and will be replaced upon issuance by the Supplement to IE Bulletin 79-02.
For the following two cases, plant operation may continue or begin if:
For the support as a unit, the factor of safety compared to a.
ultimate strengths is less than the original design but equal or greater than two.
b.
For the anchor bolts, the factor of safety is equal or greater than two and for the support steel, the original design factor of safety compared to the ultimate strengths is rcet.
The above criteria may be applied provided the affected systems are upgraded to design margins of safety expeditiously for normally accessible supports and by the next refueling for non-accessible supports.

Arkansas Power & Light Company August 14, 1979 Any supports not satisfying the above crite.ria should be classed as inop-erable and the Technical Specification action statements met unless it can be shcwn that the system can function in a design basis seismic event without the support.
