Dear Sir:
Subject:
Supplement Response to I&E Bulletin 79-02, Reference (d)
In response to telephone discussions between I&E Region I and iur organization, Yankee (Rowe) Nuclear Power Station, as of August 13, 1979, will begin a testing program on concrete expansion anchors used on piping supports in safety class systems.
A review of support information shows two (2) types of anchors in use at Yankee Rowe. The first type of anchor used during original construction installations was the " lead calk machine screw anchor" 8
which conforms to the shell type anchor. These anchors are believec to be National Lead " Cinch" anchors. Unfortunately, National Lead dropped this equipment line about 10 years ago, however, we have requested them to research archives for information relative to these anchors. We have little hope that useful infor=ation will be obtained.
The National Lead anchor is very close if not identical to "Rawl Lead Calk Machine Screw Anchors". We have information on pull out loads on these anchors. Yankee will perform a torque vs. tension and " pull out" test on the National Lead anchors available in stock and correlate this data with Rawl Data. This information will then be reduced to test information in the procedure.
The second type of anchor used later in construction was the Phillips Red Head type anchors. Data generated by YAEC at
.N2298 Vermont Yankee will be used for the test criteria at Yankee Rowe.

s United States Nuclear Regulatory Commission August 13,1979 Attention:
Mr. Boyce H. Grier, Director Page 2 Yankee will develop data on the reliability of Red Heads on a priority bases. However, it should be noted that the majority of Red Heads are used in containment areas.
Inspection of these areas will be conducted no later than the maintenance outage presently scheduled for September 8 through September 22, 1979.
It is important to note that the majority of hangers at Yankee Rowc are deadweight types. To test the anchors of these hangers, the pipe must be temporarily supported, the hanger unloaded, the anchor tested, and the hanger returned to service. This procedure will take about 2 to 3 times the effort of testing a seismic support which does not have a deadweight load.
We intend to begin the testing program by selecting approximately 20% of the hangers on a particular system. We will then test one anchor per baseplate for Bulletin 79-02 criteria and pretorque the remaining bolts.
If failures occur, this program will be modified to include a larger sample.
We trust this information is satisfactory.
Should you require further information, please contact us.
Very truly yours, YANKEE ATOMIC ELECTRIC COMPANY i
