This refers to the telephone conversation between you and Mr.
M.
C. Seidle of my staff, on August 17, 1979, concerning concrete consolidation deficiancies discovered in the parapet of the Waterford, Unit 3 containment shield building.
Based on the August 17, 1979, telephone conversation between you and Mr. seidle, and subsequent telephone conversations with members of your staff, we understand that you have, or plan to:
1.
Issue an order to Fegles Power Services (Fegles) effective August 17, 1979, to stop placement of concrete in the containment shield building.
2.
Require that Fegles fill the recently vacated job superintendent position and assign an experienced placement superviscr who has ultimate charge of the overall placement, as well as assign one general foreman for each separate placement.
3.
Require that four concrete inspectors shall be available during con-tainment shield building concrete placement, that at least two of the inspectors shall be certified Level II concrete inspectors and that the remaining inspectors shall be at least certified Level I concrete inspectors.
4.
Assure that all Fegles' personnel are adequately indoctrinated and trained to the requirements of Ebasco Specification 1544.472 for concrete placement.
5.
Require, prior to placement, that a sufficient number of trained craft personnel are available to adequately place concrete.
6.
Require that sufficient placement and backup equipment is available prior to start of concrete placement.
