Gentlemen:

This refers to the inspection conducted by E. J. Vallish of this office

on June 26-28, 1979 of activities authorized by h7C Operating License

No. hTP-4 and Construction Permit No. CPPR-78 for the North Anna Power

Station facility, Unit Nos. I and 2, and to the discussion of our

findings held with P. Perry at the conclusion of the inspection.

Areas examined during the inspection and our findings are discussed in

the enclosed inspection report. Within these areas, the inspection

consisted of selective examinations of procedures and representative

records, interviews with personnel, and observations by the inspector.

Within the scope of this inspection, no items of noncompliance were

disclosed.

In accordance with Section 2.790 of the NRC's " Rules of Practice",

Part 2, Title 10, Code of Federal Regulations, a copy of this letter and

the enclosed inspection report will be placed in the NRC's Public

Document Room.

If this report contains any information that you (or

your contractor) believe to be proprietary, it is necessary that you

make a written application within 20 days to this office to withhold

such information from public disclosure. Any such application must

include a full statement of the reasons on the basis of which it is

claimed that the information is proprietary, and should be prepared so

that proprietary information identified in the application is contained

in a separate part of the document.

If we do not hear from you in this

regard within the specified period, the report will be placed in the

Concrete Expansion Anchors - Unit !

The licensee stated that the program used in Unit I was the same as that

used in Unit 2 for the correction of the anchor problems. Unit I was at

power at the time of this inspection and so it was not inspected.

The Procedures reviewed pertained to both Units I and 2.

Concrete Expansion Anchors - Unit 2

The history of the North Anna anchor bolt and base plate work was discussed

with the licensee and the following procedures pertaining to the installation

and testing of concrete anchor bolts and reinforcement of base plates were

reviewed:

Bulletin 79-02 and the field ir.stallation was inspected using the details

of the package to verify orientation, materials, location, and installation

requirements:

About 25 other base plates, selected at random in Unit 2, were inspected

for flexibility correction.

This inspection confirmed that the licensee's field activities were as

indicated in his response to the bulletin and will satisfactorily close out

the field inspection requirements of the bulletin.

No items of noncompliance or deviation were identified.

On June 28, 1979, further discus-ions were held in the Richmond Corporate

Office with the licensee's engineers inanaging the Surry and North Anna

anchor bolt programs. It was pointed out that a description of the analyti-

cal model used to verify the accounting for pipe support base plate flexibil-

itv is required to be submitted with the response to the IE Bulletin 79-02.
