Appendix A NOTICE OF VU.ATION Toledo Edison Company Docket No. 50-346 Based on the inspection conducted on June 19-22, 1979, it appears that certain of your activities were in noncompliance with NRC requirements, as noted below. Item 1 is an infraction and Item 2 is a deficiency.
1.
Technical specifications 6.8.1.f and 6.8.2 require in part, that fire protection program implementation procedures be reviewed by the Safety Review Board (SRB) and approved by the station super-intendent prior to implementation.
Contrary to the above, fire protection preplan procedures were not reviewed by the SRB and approved by the station superintendent prior to implementation.

Section 6.8.1 of the technical specifications requires that written procedures shall be established, implemented and maintained covering the fire protection program implementation.
Contrary to the above, inadequate written procedures were established and implemented in the following areas:
a.
Administrative procedure AD 1810.00 does not list the following requirements:
(1) Physical examination for each fire brigade member.
(2) Fire protection engineer qualifications.
b.
Administrative procedure AD 1828.20 does not list f.he following requirements:
(1) Class room instruction program to be repeated over a two year period.
(2) Practice sessions under strenuous conditions.
(3) Perform at least one drill per year on a "back shift" for each fire brigade.
(4) Sufficient number of unannounced drills.
c.
Administrative procedure AD 1810.01 does not list the following requirements:
(1) Additional portable suppression equipment for transient fire loads.
(2) Restrictions prohibiting smoking in safety-related areas.
