Technical Specification 3.14.7.4 states in part that if the requirements of 3.14.B.1, 2, or 3 cannot be net, " establish a continuous fire watch with back up fire sunpression equipment for the unprotected area ( !! P C I , Cable Snreading, Computer, Diesel Generator) within one nour."

On the morning of 8/21/79, two separate jobs were being conducted by contract personnel in the diesel generator building.

Each of these jobs required that a fire watch be posted. The fire watches were posted per procedure. Later that morning, one group completed its task and the fire watch for that group failed

o restore the CO2 system t o normal in the E2 diesel generator bay. He assumed that the fire watch for the second group required that the CO2 system remain out of service. The second group had no knowledge that this particular section 'f the fire protection system was out of service since they were working in another area. As a result of these actions, the E2 diesel generator area was without a fire watch f or a period of about ten minutes.

Consequences of Event:

There is minimal safety significance associated with this occurrence since there was no work being done in the diesel generator buy during the period that the fire watch was not present. In addition, a guard remained posted at the only open entrance to the diesel generator building and would have promptly notified supervision if smoke er fire were detected. Another noteworthy fact is that during a LOCA start of the diesel generators, the CO2 system is automatically disabled.

Cause of Event:

Failure to follow procedure which designates duties of a fire watch.

Corrective Action:

Immediately upon discovery of this incident, the CO2 system in the E2 diesel generator bay was restored to service. The total time that the system was inoperable coincident with no fire watch present was about ten minutes.

Grier Page 3 September 5, 1979 LER 2-79-40/IT Upon discovery of this incident, all work in the diesel generator building was halted until all personnel involved were reinstructed on the requirements of performing work in an area where a fire watch was posted. Additional contract personnel have also been reinstructed in this same matter.
