Dear Congressman Walker:
I am plea:ed to respond to your letter of June 20, 1979, which expressed your concern over public notification and information dissemination of the event that occurred at the Peach Bottom nuclear power fracility.
The event occurred at 2:50 p.m. on June 13, 1979, and the Regican I office was notified at 4:10 p.m. by the licensee.
The Commonwealth of Pennsylvania was notified of the event at 10:00 a.m. on June 14, 1979, the same day the licensee issued a press release.
The requirement to report events is included in the license issued to the licensee (Philadelphia Electric Company) as well as a clefinition of the type of events required to be reported.
In the case off the event that occurred at Peach Bottom, the licensee fulfilled his r eporting requirements, as stated in his license.
These requirements; are:
1) notification to be made promptly, but no later than 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> s after the event, and 2) a written report within 10 working days folic 7 wing the event.
When an event occurs, and we believe high public interest exists, a check is made with the licensee to determine whether or not he plans to trake a press release.
If the licensee does not intend to raake a press release concerning that event, we will make a press release.
Al though,
the information concerning the Peach Bottom event was made public, we could have and should have notified the Commonwealth author ities sooner.
We are very aware of the sensitivity of the public to events that occur at nuclear power facilities, particularly those events that occur in the Commonwealth of Pennsylvania.
There are, however, some events which may result in public interest that the licensee is not requireci to report to us.
For sites with an assigned resident inspector, we usually are made aware of these unreportable events by the inspector.
A ccmcerted effort is made to report such events to the Commonwealth o-f Pennsylvania.
We will continbe our effort to keep the public informed of events that occur at nuclear power facilities.
