ADDENDUM TO NUCLEAR ENGINEERING INSPECTION REPORT NO. 79-03 (JULY 6,1979 INSPECTION)

During the July 6,1979 inspection at Nuclear Engineering Company at Beatty, Nevada, a representative of the State of Nevada Health Division obtained two core samples of the contents of a shipping container and presented one of the samples to Region V representatives (see Report No. 79-03). This sample was sent to the Idaho National Engineering Laboratory (INEL), Chemistry Division, where it was analyzed for gross beta-gama activity and Sr-90 content.

Attached (as Annex N, 0, P, Q and R of Report 79-03) are the results of the INEL analyses. Also attached is a final page which should also be added to the report.

Each of the cylinders from Palisades had a volume of approximatgly 50 cubic feet. Since there were 12 such containers, that is about 17x10 cubic centimeters.

If the assumption is made that each cubic centimeter of volume contains one gram of material, the amounts of each material in the entire shipment are as given below.

The calculated activities are well below the Type A quantity limits as described in 10 CFR 71.4(q). Therefore, all of the radioactive material in the shipment could be placed in one container without exceeding the Type A quantity limits for the package.

The driver of the truck observed liquid dripping from the truck when he stopped at Las Vegas and later at Lathrop Wells, Nevada on July 2,1979. The area at Lathrop Wells was surveyed by NECO personnel, and no activity above background levels was detected. The area where the truck stopped in Las Vegas, Nevada was surveyed by Department of Energy and State of Nevada representatives. No activity above background levels was detected.

During discussions with the driver of the truck, two locations were identified where the truck was parked overnight. One of these was a park and rest area on I-80 westbound near Newton, Iowa and the other was a rest stop westbound on I-76 near Proctor, Colorado. Those areas were surveyed for radioactivity by representatives from the States of Iowa and Colorado.

No activity above background was detected.
