In that Note the Embassy reaffirmed its belief in the value of timely information exchanges on nuclear pcwer projects near the border particularly as such information may relate to pcssible transboundary impacts.

of the principles and practices followed by the two countries on transboundary environmental matters.
In this regard the Embasr/ wishes to draw to the attention of U.S. authorities Canadian interest in the "Skagit Nuclear Plant, Units 1 and 2", a prc'posal to can'struct a nuclear powered generating facility approx-imately 35 miles frcm the Canadian 'ecrder. Information on this project has been provided to the Canadian authori-ties on a rcutine agency to agency basis and in this manner the Government of Canada has bqen able to keep ab reas t of developments. However, it is hoped that in the near future the Department of State will provide the Embassy with official notification about the "Skagit Nuclear Plant" proj ect .

Therefore, although the Government of Canada is not opposed in principle to the construction of a nuclear power station near the border, it wishes to be kept informed of project developments, particularly with respect to questions of public safety and environmental risk.
In the case of the Skagit nuclear project, the aspects about which the Embassy would hope information could be provided include:

Provision of the information by the Department of State about those aspects of the project mentioned above shall be considered as providing official notification to the Goverrtent of Canada about the "Skagit Nuclear Plant" project. This request is not meant to curtail or bypass the existing agency to agency information ficw, which it is believed should continue. Rather,.it is aimed at eliciting information which will enable the Canadian Government to determine whether the Skagit Nuclear Plant, Units 1 and 2, would present a significant risk of inj urious trancocundary impacts. If so, the Canadian Government may request consultations for the purpose of addressing bilaterally any problems that we may perceive.
