Oyster Creek Nuclear Generating Station Docket No. 50-219 Inservice Inspection Program As required by 10 CFR 50.55a(g), Jersey Central Power 6 Light Co.
has performed a review of the Inservice Inspection Program requirements for the Oyster Creek Nuclear Generating Station.
This letter forwards the results of that review.
Under the provisions of 10 CFR 50.55a, inservice inspection and testing will be performed in accordance with the requirements of Section XI of the ASME Boiler and Pressure Vessel Code and applicable Addenda which will be referenced simply as the " Code."
As further specified in 10 CFR 50.55a(b), the effective edition of the Code with regard to this submittal is the 1974 edition through the Summer 1975 Addenda.
Based on the date of commencement of commercial operation, 10 CFR 50.55a requires that the program for inservice examinations be updated at 40-month intervals to ensure compliance with the effective code. The starting date for the next interval for the Oyster Creek Nuclear Generating Station is December 8, 1979.
Enclosed as Attachment 1 is the Inservice Inspection (ISI) Program report for the Oyster Creek Nuclear Generating Station.
This program has been prepared to comply with Code requirements to the extent practicable.
Specific requests for relief from Code requirements are included in the Program rcrort as provided by 10 CFR 50.E5a(g)(5)(iii).
Additional exceptions to Code requiraments may be requested of the Nuclear Regulatory Commission as the program is fully implemented.
Additions and changes to the test programs which comply with Code testing requirements will be implenented as needed without prior Nuclear Regulatory Commission notification.
Plant system drawings listed in Appendix 1B of the ISI Program report have been reviewed for Quality Group A, B, and C(ASME Code Class 1, 2, and 3, respective 1yT boundary classificati ns, under the criteria of 10 CFR 50.2(v) and USSRC Regulatory Guide 1.26, Revision 2.

4 include systems or parts of systems which are Quality Group A, B, or C but are outside the scope of Section XI of the Code are designated " augmented".
Applicable portions of these systems will be tested as required.
All drawings indicated by "XI" depict systems or parts of systems which are Code Class 1, 2, or 3.
Three sets of inservice diagrams are for-warded with this submittal as Attachment 2.
Color codes on the drawing are as follows: Red-ASME Clas=. 1; Yellow-ASME Class 2; Green-ASME Class a; dashed lines-Augmented.
Since this revised Inservice Inspection program supercedes the present ISI in the Oyster C-eek Plant *vchnical Specifications, a Technical Specification Change Raquest will be submi.tted to the NRC in the inmedia+e future to remove all ISI reqairem?nts from Section 4.3 of the existing Technical Specifications.
In addition, JCPSL has also determined that there is no conflict betweca the proposed revised ISI program and other Technical Specifications requiremer.ts.
We have determined that this submittal is Class III per 10 CFR 170.22 and have enclosed a check for $4000 pursuant to that section.
