Dear Senator Percy:

This is in reply to your letter of June 25, 1979 requesting information relative to the construction of a nuclear power generating station in Putnam County, Illinois.

On December 20, 1978, the Commonwealth Edison Company tendered an appli-cation with the U. S. !!uclear Regulatory Commission (NRC) for construction permits for Carroll County Station Units 1 and 2 and requested an Early Site Review (ESR) hearing and partial decision on issues of site suitability for the proposed facility. The Carroll County site is located in northwestern Illinois in Carroll County, about five miles southeast of the city of Savanna and three miles east of the Mississippi River.

It is anticipated that commercial operation of tne Station in Carroll County would commence in the late 1930's.

Asp $rtofthisapplication,theCommonwealthEdisonCompanyhasidentified nine sites (See enclosed Figure) as possible alternatives for the nuclear power plant proposed to be located in Carroll County, Illinois.

The alternative site shown on the Figure as "Granville South" is located in Putnam County, Illinois.

The following presents a synopsis of actions that have and will be taken by the iiRC in conjunction with the review of the Carroll County application.

After staff review, the NRC indicated to Commonwealth Edison by letter dated A, il 4,1979 that the application was found acceptable for docketing and the fRC would proceed to conduct ar. ESR.

An ESR performed in conjunction with a construction permit, such as that being conducted for the Carroll site will permit an applicant to obtain NRC review and, as appropriate, other Federal agency reviews in accordance with the regulations promulgated by the Council on Environmental Quality and by specific NRC regulations presented in 10 CFR Part 51.

The'ESR focuses on site suitability issues both in environmental and safety areas.

In' particular, for the Carroll site, NRC will make findings as to whether the site is suitable with respect to considerations such as geology, hydrology, meteorology, terrestrial and aquatic tcology, 7 7 o

water use, radiological impacts of normal operation, regional demography, community characteristics, economic factors, historical and national landmarks, land use, noise, and aesthetics.

Included in the'ESR will be a complete analysis of alternative site factors which led the applicant to select the Carroll County site over the other proposed alternative locations among them the "Granville South" site in Putnam County, Illio sis.

The staff will evaluate the Carroll site in relation to alternative sites and will make a finding in the ESR as to whether the Carroll site is the preferred location.

In conjunction with the ESR, the staff will prepare and issue a Draf t Site Environmental Statement which will be circulated for public comment, and a Final Site Environmental Statement which will include staff responses to comments received.

A Site Safety Evaluation Report will also be issued.

This report will consider public health and safety issues in accordance with the Atomic Energy Act of 1954 as amended, and will include various factors such as exclusion area authority and control, population distribution, nearby industrial, transportation and military facilities, geologic and seismic characteristics, and foundation materials.

These documents will present the overall staff position as to the acceptability of the Carroll site to an Atomic Safety and Licensing Board at a public hearing which will be held at a future date (Date of the hearing will be announced in the Federal Register and in local newspaper announcements.)

Presently, the staff anticipates issuing the Draft Site Environmental Statement late this year and the Final Site Environmental Statenent and the Site Safety Evaluation Report during the first quarter of 1980.

In view of the fact that the Commonwealth Edison application is to construct a power plant at the Carroll County site, any fiRC decision will relate to its acceptability at that site.

While the "Granville South" site is identified as a potential alternative to the Carroll County site for purposes of determining whether an "obviously superior" alternative site exists, Commonwealth Edison would have to subnit an cpplication to construct a power plant at Granville South before the liRC would make findings related to that location. The fiRC does not, in its environmental reviews select sites for power plants, but reviews applications to assure, among other things, that an obviously superior site does not exist.

We trust this letter provides you with an overall perspective regarding the flRC review for the Carroll County Station.
