With refemnce to activities authorized by S21-1097 at the Ceneral Electric fuel fabrication plant in Wilmington, N. C., Ceneral Electric recently subaitted a request for authorization to revise the Fundn.msntal Nuclear 5!aterial Control (FM'C) Plan for this plant, related to the handling of 102 pallets and of certain containers of special nuclear material (SMI) at the time of a physical inventory.

As a result of reviewing our previous subnittals, your staff mquested further infonnatica mlated to the SM! to which the mquested authorization would apoly.
This infonnation is contained in the attachmnt to this letter.
This subnittal contains a request to extend the time period for inventory reconciliation frtri 30 days to 45 days from the start of the inventory. As outlined in the attachnent, the reascn for this mquest is mlated to the time required to verify by remeasurenent the prior measurcrrnts of inprocess itcms which_ are untunpersafed at the time of the inventory.
Your interpretation of 10 CFR 70.51(f)(3)(ii) which stipulates this mquirecent causes General Electric to remasure each and ever/- such untampersafed item in order to verify the prior measurement on the iten (i.e.,100c*c reneasurenent of such itans). The extra time requested is required in olf.er for GE to accormlish this mneasumnent with a satisfactory degne of accuracy.
