Westinghouse Electric Corporation Docket No. 99900033/79-02 NOTICE OF DEVIATION Based on the results of an NRC inspection conducted on June 18-22, 1979, it appeared that certain of your activities were not conducted in full compliance with NRC requirements as indicated below:
Section 17.1.5, Instructions, Procedures and Drawings of the Westinghouse Nuclear Energy Systems Divisions, Topical Report WCAP-8370, Revision 7A, states in part, "The Quality Assurance Program provides that all activities affecting quality will be accomplished in accordance with documented instructions, procedures and drawings and that appropriate quantitative and qualitative means of verifying quality are satisfactorily accomplished and included as appropriate."
The Commercial Nuclear Quality Assurance Program Manual, Section 11.1.2.1, states in part, " Work instructions are prepared, issued, and maintained, incorporating procedure and specification requirements for the performance of inspection and test operations."
Contrary to the above, the routings for Upper Seal Housings did not incorporate the inspection requirements to measure the concentricity to B surface, and the perpendicularity to B surface which was to be done at operation 150.
