Dear Sir:
With reference to your letter dated July 13, 1979, with the attached U. S. Steel's Spark Testing Procedure and testing personnel qualifica-tions records, we have the following comments.
Both the procedure and the testing personnel qualifications appear adequate to identify the incorrect materia! with 0.44% carben, from the correct material with 0.22% carbon. Notwithstanding the adequacy of the procedure and test personnel, the decision to use this method of separaticn of correct from incorrect materials remains Tube Tums' responsibility.
