State Programs Officer Nuclear Regulatory Commission Washington, D.C. 20555 Eear Mr. Salomons After reviewing the draft report of Beyond refense-In-Death, I find that the items perta%g to our area are very well stated. ihe idea of funding, from some agency, and the phnMng and exercising and testing of Nuclear Plant Evac"ation Plans is of utmost importance. I feel that some equipment chould be available en the local level with trained =anpower. This will enable the local goveming agencies to make a deternination of what action to take without waiting for the plant operator to decide whether or not the situation is considered an emergency. In a mral area, such as ours, the news media, door to door notification, and local law enfors ament, are the fo=s of evacuation we have had. Good Public Information Flans are essential in a potential disaster such as the Three Mile Island incident. Je feel, since the incident at Three Mile Island, that our plan would have to be rew ' ten with a great deal of involve ent from the actual agencies that will be out in the field evacusting. Again, the tine recuired by the different agencies, away frem their nor=al departmental affairs, is questioned by each departnent. ilith proper funding, the various departments could develop a very realistic and comprehensive plan with the advise and help from this office.
