Dear Dr. Solomon:

Your recently transmitted Draf t Report "Beyond Defense-in-Depth: Cost and Funding of State and Local Government Radiological Emergency Response Plans and Preparedness in Support of Coc=ercial Nuclear Power Stations, NUREG-05 5 3 Ma rch 30, 19 79" has been received and reviewed with interest.

The following cocnents and observations are considered ges_ctne to the re-port from the viewpoint of the Radiological Health program in the scare of Georgia:

(1) Governor Busbee on April 5,1979 assigned the primary peace-time radiological responsibility for emergency services to the Department of Natural Resources (Environmental Radia-tion Program).

(2)

It appears that the Radiological Health personnel will con-tinue to plav a significant support role in responding to Nuclear incidents and emergencies.

(3) Recently, a supplemental budget request for approxi=stely 370,000 was submitted for emergency response requirecents.

This request was not forwarded to the legislature during this budget session and re=ains a viable requirement for the Georgia Radiological Health Unit.

(4) Experience has indicated that 2 to 3 =en per year are required to prepare, coordinate, and implement an emergency response plan.

This ef fort represents an expenditure of $50,000 to

$60,000 per year.

In addition, the volu=nious writing and printing associated with an e=er;ency response plan points toward the. desire-ability af a 320.000 :entract with Georgia Tech to accom-plish same.
