Page 2 May 3, 1979 Ycur reference to urmnicaticns systems cn page II-59, 60 and 61 is one of the most critical elements in the prcper e=argency response by all ccncerned. I feel that tremendous erphasis should be placed cn this subject. We have just recently been informed that due to a new ECC ruling we will be required to spend an additional $120,000 cn our present system.
You refer to finding by DCPA, FIM and mder DCPA, NCP Plaming, I bring to your attentica nuier cne, that ICPA funding for the new FY provides less for State and local governments than de present EY provides. I also bring to your attenticn the fact that no policy cn de national level exists for nati:ral disaster planning and c:an-unde disaster plaming other than en the basis of a nuclear attack en this Naticn. I strongly reccreend that DCPA inding be inneased, not cnly to include the planning for nuclear facilities, but should include Ecurgency Planning totally. Our contract with DCPA (NCP) and ELAA (Disaster Plaming) does not pirvide for the inNolvement of de staff in planning for nuclear facilities.
If the centracts were rewritten to allow for their participaticn, this would not mly save acney but would allow us to use a professicnal staff that we have aboard at this time.
The cost that ycu have indicated in your report as it realtes to Temessee, as well a local goverment, I believe is inder esti=ated based en the infon::ation that you received during ycur visit. I will not address dis stbject, I trust our staff in Nashville will address this. I =ight add though, that your projected costs do seem rmlhtic as of dis date. If de guide lines change de cost wculd increase.
It.is cf tnderstan9ng tSat NPC does not require the utility to have NRC concurrence en State and Local Emergenef Pesponse plars prior to licensing of de nuclear pcwer facility. If 61s is true, I strersly feel that NPC's policy should be changed to require BBC ccnct=:ence en all plans prior to licensing.
