20555 Dear Mr. Ryan-This Agency, as "equested, has reviewed the draft repcrt NUREG-0553 on RERP funding.

There are, however, scme questions that could be raised with respect to the financial proposals contained in the report.
?cr example, it has been our experience that State financial participation tends to encourage other kinds of participation en the part of the States as well.
Contrary-wise when there is "no money on the barreihead," there is not likely to be any other kind of cccmitment, either.
A central issue frcm cur point of view not addressed by the study is that of achieving an effective administrative structure.
The expenditure of mere t upayers, or ratepayers',
dollars will not necessarily assure an improved radiolcrical response capability.
