The need of sound Radiological Emergency Response Planning.s becceing more and more apparent as the nuclear industry grows.
The funding for such programs on the local level is al= cst non-existant in comparison with the planning parameter growth "sug-gested" by the Nuclear Regulatory Commission and the growing temand by the public for more effective and proven response planning.
A report like NUREG-0553 has been long overdue.
The report identifies with the needs o f local responsible agencies.
The funding mechanis: suggested by Dr. Salomon seec, to me, to be realistic and equitable.
I an in particulae agreement with Dr. Salomon's statement on Page II - 116 where he states "no nuclear power station should be permitted to operate unless the impacted State and local govern-cents both have received concurrence."
- believe, that if this idea was enforced as law the technology and funds for radiclogical energency response planning would be readily established.
After-all, af one canno; create and implement a viable response plan in the time it takes to build and licence a nuclear power plant, inen it cost likely will never be done.
I also believe that a generation of constructive cocperation of all parties concerned; federal, state, and local governments as well as the licensee will energe from such action.
