This is in regard to your request for approval of routes to be used for shipments of spent fuel from Oconee Nuclear Station to McGuire Nuclear Station as contained in your letters of July 13 and July 30, 1979.
We have determined that your " primary" route, which passes through a portion of Charlotte, North Carolina, does not meet the requirements of 10 CFR 73.37(a)(3) in that this city is considered to be a heavily populated area. Accordingly, the use of this " primary" route is dis-approved, in view of the existence of acceptable alternative routes.
A bridge on the route designated as " alternate B" has a weight restriction that precludes the use of the route for spent fuel shipments.
The routes designated as " alternates"-
"A," "C" and "D" are judged to meet regulatory requirements and accordingly are approved.
In this regard, combinations of these three routes, such as the western portion of "C" plus the eastern portion of "D," are also approved.
We have also determined that your proprietary communications system is an acceptable alternative to a radiotelephone and therefore meets the require-ments of 10 CFR 73.37(b)(2).
Please note that the initial arrangements with local law enforcement agencies along the route, as required by 73.37(a)(2), have been completed by the NRC Data relating to these arr:. gements and a copy of the approved route staff.
n is being sent to you under separate cover. This information is to be incorporated into your shipment plan and provided to your carriers along with instructions regarding its use.

SGPL:0JK 70-2623 You are reminded that the notification requirements of 10 CFR 73.72 for each individual shipment still apply.
Since your proposal contains information of a type specified in 10 CFR Part 2.790(d), it is deemed to be commercial or financial inforr.ation within the meaning of 10 CFR Part 9.5(a)(4) and shall be subject to disclosure only in accordance with the provisions of 10 CFR Part 9.12.
