Dear Mr. Pilant:
We have reviewed the inspection program for BWR pressure vessel feedwater and control rod drive return line nozzles at the Cooper Nuclear Station which you proposed in your letter dated December 27, 1978. As we have discussed with you by telephone, we find the inspection program acceptable.
We note that you plan to under?,ake clad removal during the 1980 refueling outage thus assuring removal of any relat4vely large cracks and the opportunity to perfonn a sensitive inspection to detect any small residual fatigue cracks.
Please provide us with a summary description of ycrur procedures for clad removal and inspection as soon as possible.
If nozzle clad removal does not happen at Cooper during the 1980 outare, pro-visfon nust be made to perform an inspection at a higher sensitivity lavel than th&t assumed as the basis for NUREG-0312.
